FACTUAL BACKGROUND AND PROCEDURAL HISTORY

During 1989, as the result of several individual arrests for drug offenses, the Andalusia Police Department became aware of a large group of people engaged in the distribution of crack cocaine in Laurel Hill, Florida, along Ebenezer Road. The illegal drug transactions primarily took place in an area referred to as the “Quarters,” which consisted of two mobile home trailer parks, Rosa Mae’s Trailer Park and Mary Lou’s Trailer Park, and the abutting stretch of Ebenezer.
