Cornelius Tucker, until recently a state prisoner in North Carolina, challenges the constitutionality of the filing-fee provision of the Prison Litigation Reform Act of 1995, Title VIII of the Omnibus Consolidated Re-scissions and Appropriations Act of 1996, Pub.L. No. 104-134, § 804,110 Stat. 1321-66, 1321-73 (1996) (codified at 28 U.S.C. § 1915).
