This action arises from the sinking of the M.T. PRESTIGE, an oil tanker (the “Prestige”), off the coast of Plaintiff Reino de España (“Plaintiff’ or “Spain”) on November 19, 2002. The Prestige discharged millions of gallons of oil into Plaintiffs territorial waters before sinking 140 miles from the Spanish coast, causing devastating environmental and economic effects.
