Two competing applicants, Front Royal Savings & Loan Association and Shenandoah Savings & Loan Association, each sought a certificate of authority from the State Corporation Commission to begin business in the Town of Front Royal, in Warren County. The Commission, by order dated November 21, 1978, determined that the public interest would be served by an additional savings and loan association in the town.
