This case concerns a variety of issues raised in connection with the State’s acquisition and proposed conversion of certain property in Baltimore City for use as a correctional institution.

In the summer of 1976, due to serious overcrowding in the State’s prisons, an inter-agency committee was formed to examine various sites in the Baltimore metropolitan area for use as a State correctional institution.
