STEPHENS, Justice.

This is a summary judgment case involving interpretation of the Real Estate License Act, Tex.Rev.Civ.Stat.Ann. art. 6573a (Vernon Supp.1982-1983). We affirm.

Firman Cook, a real estate broker, sued the city of Plano, Texas, seeking to recover damages for breach of an oral contract under which Cook was to act as the City’s exclusive agent for the acquisition of real estate to be used for the construction of a service center.
