I cannot agree with the view of the majority in this case.
Article XVI, § 5 of the Constitution of the State of Arkansas provides: “All property subject to taxation shall he taxed according to its value . . . provided that the following property shall be exempt from taxation: Public property used exclusively for public purposes ; churches used as such; cemeteries used exclusively as such; school buildings and apparatus; libraries and grounds used exclusively for school purposes; and buildings and grounds and materials used exclusively for public charity.” Section 6 reads: “All laws exempting…
