The State Highway Audit Commission filed a complaint in the Pulaski Chancery Court against the Refunding Board of Arkansas, which contained the following allegations: After alleging the creation of the Highway Audit Commission, and also that of the Refunding Board, and the functions of each, it was alleged that the People’s National Bank had presented to the Refunding Board a certain Auditor’s warrant in the sum of $2,500, which had been issued to a firm of contractors operating under the name of Altman-Rodgers Company.
