The plaintiffs, Ada Van Harken, Alex French, and Michael Bennett, both individually and as class representatives, filed an action against the City of Chicago (City), challenging the constitutionality of the “Administrative Adjudication of Parking or Compliance Violations” ordinance (Ordinance) (Chicago Municipal Code § 9—100—010 et seq.
