¶ 1. In this review of a published decision of the court of appeals,1 we are required to interpret and apply Wisconsin's Open Records Law, Wis. Stat. §§ 19.31-19.39,2 vis-á-vis documents generated during an internal investigation of *168alleged sexual harassment by a male Baraboo police officer against a female Baraboo police officer, as well as other female officers.
