(Limelight) appeals from the order of the Pennsylvania Public Utility Commission (Commission) which adopted the Initial Decision of the Administrative Law Judge’s (AU) granting to Lady Liberty Trans*524portation Company, Inc. (Lady Liberty) the right to transport, as a common carrier by motor vehicle, persons from points in the City and County of Philadelphia to the Philadelphia International Airport.
