This cause is before the court by direct appeal from a judgment of the district court of Teton County, which “confirmed” a decision of the State Board of Control, which theretofore, on appeal from certain orders, made by him, sustained the action of the State Engineer of this State regarding the proposed amendment of several reservoir permits, and as to other matters pending before him.
