Plaintiff Shepherd Investments International, Ltd. (“Shepherd”), an arbitrager, brings this action alleging that defendant Verizon Communications Inc. (“Verizon Communications”) falsely represented that it intended to go through with an agreement to merge with Northpoint Communications Group, Inc.
