Nancy Farmer, the Missouri State Treasurer (“Treasurer”) appeals the judgment of the trial court denying her motion to quash a garnishment filed by the State of Ohio (“Ohio”) on an unclaimed property account held by Treasurer as custodian of unclaimed property in Missouri under Chapter 447 RSMo 2000. 1 Treasurer contends that the trial court erred in denying her motion to quash the garnishment because the State of Missouri has sovereign immunity to garnishment actions.
