James Murphy is a federal prisoner. He submitted a request under the Freedom of Information Act (FOIA), 5 U.S.C. § 552, to the Executive Office for United States Attorneys (EOUSA), a part of the United States Department of Justice. See Harris v. Gonzales, 488 F.3d 442, 443 (D.C.Cir.2007). FOIA requires federal agencies to produce “records” upon request unless one of nine statutory exemptions applies. 5 U.S.C. § 552(a)(3)(A).
