On September 6, 1940, a petition was filed with the City Clerk of the City of New York for the purpose of initiating amendments to the Charter for submission to the duly qualified voters of said city at the general election to be held on November 5, 1940, pursuant to the provisions of article IX, section 8, of the State Constitution and sections 44 and 45 of the City Charter (effective January 1, 1938).
