The Plaintiff-Appellant, Paper, Allied-Industrial, Chemical & Energy Workers International Union, Local 5-0550, Local 5-727 (hereinafter “Union”), filed an action in the United States District Court for the Western District of Kentucky, Paducah Division, seeking to compel the Defendant Appellee to arbitrate a grievance. The parties filed cross-motions for summary judgment.
