WISDOM, Circuit Judge.

The plaintiffs, Negroes living in Baton Rouge, Louisiana, brought this action on behalf of themselves and others similarly situated for an injunction against the enforcement of Section 118, Title 10, Chapter 2 of the Baton Rouge City Code of 1951.
