This appeal is from the trial court’s order granting a motion to dismiss appellants’ complaint for failure to state a claim, and denying appellants’ motion for summary judgment. The appellants are three parents of children in grades K-12. Appellees are the State of Georgia and the governor; the State Board of Education and the State Superintendent of Schools; three school boards and the corresponding superintendents, and the two counties and the city corresponding to the school boards.
