MEMORANDUM AND ORDER

HATFIELD, Chief Judge.

The plaintiff, Mary Jane Wilson, an enrolled member of the Blackfeet Indian Tribe, filed suit in the Blackfeet Tribal Court, seeking compensatory and punitive damages based upon the defendants’ purported negligence in the operation of a semi-tractor trailer on U.S. Highway 2, within the exterior boundaries of the Blackfeet Indian Reservation.
