Petitioner, Fidencio Valenzuela Echiverri, a native and citizen of the Republic of the Philippines, on February 3, 1954, filed his petition to be naturalized as a citizen of the United States pursuant to the provisions of 8 U.S.C.A. § 1440a, Act of June 30, 1953, ch. 162, 67 Stat. 108.1 The petition alleges that the petitioner was lawfully admitted to the *675United States at San Diego, California, ■on December 21,' 1946, on board the U.S.S.
