The Indian Gaming Regulatory Act (“IGRA”) provides for “class III gaming” activities on Indian lands pursuant to a valid compact between states and Indian tribes. 25 U.S.C. § 2710(d)(1)(C). Eddie Santana, a self-professed gambling addict, invoked Oklahoma’s tribal gaming compact with the Muscogee (Creek) Nation (“Creek Nation”) to sue the tribe in Oklahoma state court.
