This appeal presents the issue of whether circuit courts have jurisdiction, under the Uniform Declaratory Judgments Act, West Virginia Code §§ 55-13-1 — 16 (1981 Replacement Vol), to protect statutory rights afforded by the West Virginia Labor-Management Relations Act for the Private Sector, West Virginia Code §§ 21-1A-1 — 8 (1985 Replacement Vol.), granted the status of the West Virginia Labor-Management Relations Board as a nonentity.
