SUTTON, Circuit Judge.
Iwan Mandycz challenges the district court’s determination that he “illegally procured” his naturalization as an American citizen by failing to acknowledge his service as a prison guard in two concentration camps during World War II. See 8 U.S.C. § 1451(a).
