¶ 52. (concurring). I agree with the majority opinion that if Wis. Stat. § 343.303 (1993-94) is to have meaning in non-commercial motor vehicle cases, the phrase "probable cause to believe" used in that section *318must mean something different from the same phrase "probable cause to believe" used in § 968.04 to govern the issuance of an arrest warrant.
