SCHLEGEL, Judge.

Petitioner was fired from his job as a correctional officer at the Iowa State Penitentiary (ISP). He filed a union grievance proceeding to challenge his discharge. The union, however, refused to pursue the grievance to arbitration. Petitioner later filed “prohibited practice complaints” with the Public Employment Relations Board (PER Board), contending that both the union and the ISP committed prohibited labor practices.
