This matter was filed as a petition for a writ of prohibition, under the original jurisdiction of this Court, by the Office of the Prosecuting Attorney of Jefferson County (hereinafter “the State”). In this proceeding, the State seeks to have this Court prohibit enforcement of an order of the Circuit Court of Jefferson County1 that allows the Respondent, Gerald G.
