FEINERMAN of PARSIPPANY, who was admitted to the bar of this State in 1995, should be reprimanded for violating RPC 1.15(a) (failure to safeguard client funds and negligent misappropriation of client funds), RPC 1.15(d), Rule 1:21-6 (recordkeeping violations), RPC 5.5(a)(1) (practicing law while ineligible), and RPC 8.4(c) (conduct involving dishonesty, deceit or misrepresentation);
