James J. Spain, an engineer in the employ of the board of education of the city of Chicago, was called before a grand jury of the criminal court of Cook county September 6, 1922, and interrogated for the purpose of ascertaining what he knew regarding the criminal activities of the mythical John Doe and others. From the nature of the questions it appears that the grand jury had reason to suspect that certain members of the board of education or certain members of the General Assembly, or both, were guilty of, conspiracy or bribery, or both.
