This action was begun by plaintiff, James A. Murphy, filing a petition in the circuit court of Cook county praying that a writ of mandamus be awarded against the defendants, the city of Park Ridge, its mayor, city clerk and six aldermen, commanding them to at once proceed to cause to be collected certain unpaid installments of a special assessment against private property, aggregating $3766.98, assessed and confirmed in special assessment No. 29 in the village (now city) of Park Ridge, and to include in the appropriation bills and tax levy ordinances for each of the years 1919, 1920 and 1921…
