This case, brought under the Contract Disputes Act, 41 U.S.C. §§ 601-13 (“CDA”), concerns the United States Navy’s decision to terminate, for cause, a contract for commercial items. Under this contract, plaintiff Universal Shelters of America (“Universal”) was to provide the Navy with four temporary, reusable structures to be placed on the decks of decommissioned ships to shelter dismantlement operations and contain the resulting-debris.
