This is an application for a writ of prohibition to restrain an investigation by the grand jury. The petitioners are the members of the Registration Commission, created pursuant to the Act of March 30,1937, P. L. 115, known as “The First Class City Permanent Registration Act,” amended July 31, 1941, P. L. 710, 25 PS section 623. As the Act provides for a bi-partisan commission, three commissioners belong to one political party and two to the other.
