Plaintiff Tomislav Savic has sued the United States of America under the Federal Torts Claims Act (“the FTCA”), 28 U.S.C. §§ 2671 et seq. for violations of the Illinois Structural Work Act, Ill.Rev.Stat. ch. 48, § 69, resulting in his fall from the roof of a building at the Great Lakes Naval Base while working for Kovilic Construction Co., Inc.
