This action was filed by appellants C. A. Weaver, E. J. Bailes and N. C. Storms, who are resident taxpaying, landowning citizens of Newton County, Texas, and of Newton County Water Supply District, hereinafter called the District. They have sued the District and its officers and directors (all *157of whom are hereinafter collectively called appellees), alleging that Article 7880-147c1 through Article 7880-147c6 are unconstitutional and void and of no force and effect; that the election held pursuant to said Article is without effect and should be held for naught; and that…
