The petitioner, a sixteen-year-old male currently incarcerated in the West Virginia Industrial School for Boys, seeks a writ of habeas corpus to compel his release from the institution and a writ of mandamus to compel the committing court to place him in an appropriate residential treatment facility to meet his individual rehabilitative needs.
