Section 841(b) sets forth the penalties to be applied for violations of the drug offenses enumerated in § 841(a). The penalties differ depending on the drug quantity “involv[ed]” in the violation of § 841(a). 21 U.S.C. § 841(b). As the portion of- her opinion that is Judge Ikuta’s special concurrence explains, Op. at 1095-97, we first faced the question of how to assign individual responsibility for a particular drug quantity in United States v.
