I. INTRODUCTION

In April, 2011, Leroy Peoples, appearing pro se, sued DOCCS, claiming that his designation to solitary confinement for a three-year term for improperly maintaining certain legal documents in his cell and related conduct was unconstitutional. Two years later, in March, 2013, an action previously filed by Dewayne Richardson, also appearing pro se, was joined with Peoples’ case.
