*341This petition for a writ of mandamus, invoking the original jurisdiction of this court under Chapter 289 of the Acts of Assembly of 1944, involves the validity, under the Constitution of Virginia, of Chapter 287 of the Acts of Assembly of 1944, which establishes a fund for the payment of poll taxes by members of the armed forces of the United States, citizens of Virginia, and provides for their registration under certain conditions.

There are four Acts concerning the matter of elections and voting and the incidents pertaining thereto, as to absentee voting of members of the armed forces, etc.,…
