—Judgment unanimously modified on the law and as modified affirmed without costs and matter remitted to respondent Monroe County Department of Social Services for further proceedings in accordance with the following Memorandum: Supreme Court upon renewal properly annulled the determination of Monroe County Department of Social Services (respondent) refusing to place a foster child in petitioners’ home.
