The Director of Revenue (“Director”) appeals from the judgment of the Circuit Court of St. Louis County reinstating the driving privileges of Scott F. Tinker (“Driver”). We reverse and remand.
On April 17, 2002, Officer Douglas Eger-ton (“Egerton”) of the City of Breckenridge Hills Police Department observed Driver’s vehicle traveling at approximately 47 miles per hour (“mph”) in a 35-mph zone.
