FLAUM, Circuit Judge.
Plaintiff-appellant, Gloria Bukala, filed an action against the United States and the Veterans Administration (“VA”) under the Federal Tort Claims Act (“FTCA”). The district court dismissed the lawsuit, holding that Bukala’s failure to file her claim with the VA within the FTCA’s two-year limitations period deprived it of subject matter jurisdiction. Bukala v. United States, 676 F.Supp. 162 (N.D.Ill.1987).
