Petitioner, a physician licensed to practice medicine in New York, was charged by the Bureau of Professional Medical Conduct (hereinafter BPMC) with seven specifications of professional misconduct arising out of unsanitary conditions and other deficiencies allegedly discovered during inspections of his medical office.
