Plaintiff-appellee Bonnie Catone was hired in 1986 as a special assistant to the General Counsel of the New York State Department of Environmental Conservation (“DEC”), and was terminated soon after a change of guberT natorial administration in 1995. She. brought suit in the United States District Court for the Northern District of New York alleging that the termination violated (i) her First Amendment right of free association and (ii) her Fourteenth Amendment right to due process.
