The issue in this case is whether the Secretary of State’s approval of a proposed initiative measure is subject to review in the Court of Appeals pursuant to ORS 183.482 as an order in a contested case, ORS 183.310(2)(a). 1 This is a companion case to OEA v. Roberts, 301 Or 228, 721 P2d 833 (1986)(decided this date). Petitioners, Oregon Education Association, Oregon Public Employees Union, Sandy Ellis, Robert Cornell, D.H.
