Ray Wolfgang, Jeff Hitchcock and “The Drive for Five” (collectively, Appellants) appeal pro se from an order of the Court of Common Pleas of Allegheny County which affirmed the decision of the Allegheny County Department of Elections (Department) denying Appellants’ petition to place a referendum on the November 1992 election ballot. By order dated November 19, 1992, this Court granted the City of Pittsburgh (City) leave to intervene and the City filed a brief in opposition to this appeal.
