On February 1, 1990, the Chicago police department initiated a disciplinary proceeding against defendant Officer Jessie Cajda (Cajda), an 18-year veteran of the department, charging him with, inter alia, violating section 25 — 30 of the Municipal Code of Chicago. (Chicago Municipal Code §25 — 30 (1980), recodified Chicago Municipal Code §2 — 152—340 (1990).)
