Plaintiffs petitioned for a writ of mandamus to compel the Board of Trustees of the Village of Crestwood to adopt an ordinance rezoning certain Village property from single-family residential to multiple and commercial use, or in the alternative to apply the doctrine of estoppel and deny the Village the right to question the application of said property to multiple and commercial uses.
