The claimant, Michael Hawthorne (“Hawthorne”), filed a disputed claim for compensation in the Office of Workers’ Compensation (“OWC”),1 seeking supplemental earnings benefits (“SEBs”), medical benefits, penalties and attorney fees from his statutory employer, General Motors Corporation (“GM”) and its compensation insurer, Zurich American Insurance Company (“Zurich”).2 GM and Zurich denied that the claimant was entitled to benefits and asserted that he had committed fraud to obtain benefits.
