The libelants sue for a breach or a cnarter of the British steam-ship Peer of the Realm, made in Liverpool, England, September 28, 1878. The charter-party contains among others, the following stipulations:

“The captain shall sign bills of lading at any rate of freight as presented without prejudice to this charter-party; any difference between the amount of freight by the bills of lading and this charter-party to be settled at port of loading, in cash, before sailing. If the steamer be not sooner dispatched, twenty working days (Sundays excepted) shall be allowed the charterers for loading,…
