On October 2, 1931, Max Kauffmann was the owner of a lot on the northwest side of Washington Lane, between Stenton and Mansfield Avenues, in the City of Philadelphia, and Charles J. Heckler, appellant herein, was the owner of a first mortgage thereon; the original amount of the mortgage was $30,000, but it had been reduced to $27,500. The City of Philadelphia, to the use of Union Paving Company, had a municipal claim, then amounting to $2,356.44, with interest and costs, for the paving of the cartway in front of the lot, and on that date filed its claim, under the…
